Right. Congress kept on kicking the can down the road with CRs. In a CR DOD can't contract for new items. We didn't have the POTUS sign off on the FY budget until March 2018. That fact slowed down the acquisition pipeline which is up to 18 months long for new items. The circus started again with more CRs and then the shutdown this year. The bottom line is our government is dysfunctional!
