The biggest reason I can think of for the delay is that OWCP is not the ones conducting the test. Sheba (if memory serves correctly) is doing it. Sheba is not just sitting around waiting for someone to give them a product to test. They are conducting all kinds of tests and scientests etc are booked on projects, and those projects take time.

long story short, OWCP has to wait for there to be an opening in SHEBA's schedual to begin conducting the test for them. All OWCP can do is submit the test and wait for them to get to work on it. Its pretty simple.

I would rather OWCP under promise and over deliver than do what they have been doing which was over promise and under deliver
