There is no translation, but it appears to be a newscast directly after Advantage Assam met in Feb 2018. Audience shots show large attendance. Squires is shown as attending on screen, given the ceremonial honor of lighting incense and receiving a shawl. Just before that time the Final Approval from the Indian Government was received in January 2018.

"He (govt official) said out of 207 MoUs signed during the summit last year, ten have already been grounded which involves investment worth Rs. 6,575.84 crore. “ 34 other units, which were not a part of the 207 MoUs signed during the Summit, have also been grounded with an investment of Rs. 1,441.37 crore.”
I presume 'grounded' is an expression for "committed to a ground lease".
I think so because the last paragraph says "Patwary said that Assam Industrial Development Corporation (AIDC) has allotted 22267.6 square/ meter of area to 17 industrial units, who have applied for lands under the MoUs signed during the Investment Assam Summit held last year. "
