Once again, a 100% incorrect, false claim.

If MMEX-scam's imaginary refinery were ever built, it would almost certainly be with a Ch. 313 exemption.

While it is certainly possible that Mad J. is so grossly, utterly incompetent that he would fail to leverage it (a failure of fiduciary obligations by the way), the imaginary facility, if built would not produce an tax revenue for the City of Fort Stockton (it does not lie within the city's territorial, or extra-territorial jurisdiction). With respect to the county, Pecos County would not receive tax revenues due to the 313 deferment.

Any "product" the imaginary refinery might produce is exempt from sales and use tax under Texas statutes.

Fort Stockton is a municipally incorporated city, not a "town." There is no mechanism for the City of Fort Stockton to tax, or generate tax revenue from MMEX-scam.

It is interesting, when MMEX-scam advocates are presented with incontrovertible facts, that they continue to make false claims. Here is a reference to the Texas Economic Development Act, Ch. 313:
