While the EXIT news is great, three things need to happen before the can even begin to sell.
1) get land use permit changed
2) get funding
3) build model homes and some infrastructure
Lastly I have to roll my eyes at the quote of 10,000+ residential units and $2.5 billion in potential sales. If anyone read that appraisal report from CBRE they had a figure of 390 lots with ocean views. Perhaps that was just for Phase 1 . They also stated that historical homes sales in Baja for master planned communities was about 40 units per year (per community). That equals 250 years of inventory. Maybe the goal is to sell each buyer 10 lots and let them deal with flipping those lots?
