With an American broker, the rules for penny stocks are different from "big board" stocks.
I can sell short on many stocks or create an option on stock for profit when the PPS is on way down. TD Ameritrade lets you do naked shorts also.
William J. O'Neal (Investors Business daily) doesn't like to point it out but he made his big money shorting big board stocks.
