As far as I know Debt was the only thing standing in the way of the name change. Not sure what SBs timeline is or what he wants to happen 1st 2nd 3rd etc but I figure all these events will/should happen rather quickly once one of them happens. Would think at this point Name change would be beneficial since the AS reduction is dependant on the Name change. OS is TA dependant so that can happen at any time just hope the letter didn't get lost in the mail!
