IMO the minimum 1:5 is all about how many shares will be left unused after the split. There would be roughly 163 million unissued shares after a 1:5 split.
If things were to go awry this would leave ample shares to and finance their own endeavours through issuing new shares. I think it’s a safety blanket in other words. You don’t go this far and not cover all the bases.
