I too wondered that. We know they are targeting a share price of at least 5. So perhaps they do not believe the share price will be above 1 pre split, which at 1 would require a 1:5 split.

Its definitely very curious. I don't see why it would hurt to include the other ratios as well regardless of where you think the share price may go.
