1) you must have had a teacher who subscribed to the policy. Your posts certainly suggest as much.
2) No faculty will dare institute any such policy.
The words 'will instruct' are loaded and misleading, which is the stock in trade of Breitbart's hysterical musings on everything.
That you take a seminar topic to be binding on academic polices is just another example of the conclusion jumping that plagues poorly educated anti-intellectuals.
