If you interview border patrol they tell you that drug cartels choose Major Ports of Entry as that creates the perfect cover to move quanities of drugs. They want to get lost in the busy flow of activity. It's the best cover. It negates cameras and offers thousands of ways to disguise the same folks over and over again.
Build what ever you want but the drugs will still flow in at the Existing Ports of Entry!!!
