Those are "Active" licenses based on CalCannabis cultivation license database. I assume "Active" has been issued.
The new extraction equipment is very encouraging. That's a substantial capital investment and a sign that SIGO sees the future positively. They already had one machine to create extracts. Now they have two, I assume. I wonder if SIGO owns that machine outright, and gets all the profit from its operation.
