It would only be a pump and dump if there were no real product or no real reason to bring awareness to the stock. I see no problems with a paid awareness program that would get this trading in the levels it should be at. If you think companies don't need advertising or awareness to capture the attention of those that don't know about the company or how well it's doing then I strongly disagree with your idea of "right".
