My guess is they allready know the PO amount waiting to confirm new updated contract drafted for 2019 and the PO verbally agreed on last week! They made the decision at least a month ago they were all in on the deal and how they planned to roll this out. According to what there telling the press the deals are allready signed and agreed to. So I believe we will hear the news next week!
Just my guess based on the information!!!

I don't think the second PO has anything to do with the sample run. The sample run was just to work out all the production, logistics and get some products to the stores they have signed so they can prepare and see how it all comes together so they know how the large order will go.

I could be wrong but that's my guess based on the information!
