The authorized shares are the total shares available that they can move into play once they've provided the proper notification. The unrestricted outstanding shares (plus the restricted) are the shares they've actually tapped into from the 4 B approved, and minus the restricted shares,represents the closest number of shares to the number already in play (tradable), or the float. The float for RMHB needs to be updated on OTCMarkets.com, and I didn't check the filings to see what was there, but the float is either the same or less than the unrestricted outstanding share count.
