NREL is also a Govt solar panel testing lab for commercial panels. They could be an independent third party analyst of QMC solar. It could be part of due diligence of an investor or possible JV partner also, or there could be some kind of joint development CRADA. There are many possibilities with NREL. I recommend their comparative economic study of the potential costs of different solar schemes, showing QDSC to have the potential to deliver low $/kWh as a Next-Gen solar cell.
