I actually asked her about that because I wondered whether ONCI needs DE anymore. She said he has to follow through with them with a 'Revival' certificate to get the full clearance even if moving elsewhere or working with another state... so yes it may be just be a formality for them to get some extra $$... I'm hopeful Mr. Berman's fully aware of the situation and will take care of it.
