Pretty unlikely they have done manipulation since September once they were charged. We don't know yet what they have sold since the dividend but I would expect having been charged they are likely liquidating their positions. They aren't based here in the US either. Liechtenstein.

Remember the OTC market does not have sophisticated checks and balances like the big boards. We need to up list in a bad way.
