They would be longs. But did they sell? Whenever there is a lot of selling people speculate on who. Longs getting out, traders getting out, shorts, all of the above. Who knows.
Let's take Mr. Reddy as an example. I read a post that said he was selling. Would have had $27M if he sold at the top. According to the latest fillings he didn't sell. He is a very smart guy. Why didn't he sell?

However that is done. My guess is the BOD and other advisors likely are saying, heck, we are so undervalued now, why not do a RS. Smart investors will realize the value of the company, potential and revenues vs. where the market cap sits.
A large percentage of RS's don't turn out well be cause a large percentage are done on the way down. A small percentage are done on the way up and a large percentage of those work out quite nicely. Does the NASDAQ looks at more than the minimums to decide if they will let you uplist just so you don't delist shortly afterwards. If so, they are picking quality companies.
One of the problems of the OTC is it's a different type of investor than NASDAQ. Would the majority hold long enough on the next run I don't know but I wouldn't risk it here as there are to many games played. How many times have we seen any company release news and the stock goes down. Not hard to manipulate it like that and change the mood of the OTC investors.
