The Trump Moscow project had been a Trump goal since 1987 and Trump discussed it in his book The Art of the Deal. Trump never tried to hide the fact that he wanted to build a hotel in Moscow AND IT IS NOT ILLEGAL TO BUILD A HOTEL IN MOSCOW!
In 2005, Trump signed an exploratory deal to research the project. No suitable site was found and the idea was abandoned.
In Oct. 2015, the Trump Organization signed a LOI to license the Trump name for a tower in Moscow for $4MILLION. Despite the efforts of Sater and Cohen, the deal died.
