2 retail places within 100ft of each other with the same product, A sells 8 to 10 items of it a week, B sells 1 every week or two. A built a scenario around the product that got his costumers wanting it/buying it.

B just put it on the shelf here it is buy it or not, it boils down to Steve can sell it but some of his retail outlets aren't trying to sell, I know of one location he has that is just not trying to sell it at all, [the management just doesn't seem to care] but across town they are selling on a regular bases.

Until something else changes with the law enforcing the laws I'm afraid that's how its going to be for a while with the product being sold.
