As I understand it, there is a legislator in the House who's also named Sessions who was in position to stop all cannabis based legislation in the House Committee he headed. Not only will the chairmanship change to a Democrat in the new Congress, but Mr. Sessions failed to be reelected, so opposition to cannabis should diminish, but we don't know who Pelosi will appoint to chair that committee.

I frankly wouldn't be surprised if Congress did act sooner than the new Congress if they current House would like to take credit for the legislation they've been holding back before they're replaced.
