They don't mail via First-Class mail because they don't need the return service or return contact info publicized. The indicia can be abbreviated to hide the name.

Democratic mail overwhelms the vast majority of all political junk mailings, mainly funded by donors. The mail is sorted by zip code (sometimes drop-shipped) for even lower discount rates.
