Strangely, or perhaps not, it seems there is no 8-K filing from MMEX describing the materiality of this event.
This is the fourth (at least) "selected" EPC contractor for MMEX. BI is virtually unknown in the region, and has no public track record of refinery greenfield projects.
The term "inked" has no legal meaning, and the PR is absent any disclosure of business materiality, so at present, this is likely just another empty, hollow "agreement" that has no, or insignificant consideration or contractual materiality (i.e., there's no 8-K).
How you "feel" is equally immaterial. MMEX has failed thus far to secure any project financing, so even a legitimate (as in paid for) EPC contract is of no value. The market reflected that immateriality in the tiny 69/100 of a cent bump on Mad J.'s failed pre-split pump.
