How can you say "there is a problem with deliverables" when GID, Version 4, has been out there and proven itself in the market? IMHO it's been a problem with payment to our Federal vendor, ACS, by Uncle Sam. Literally billions of dollars went out the contracting officers doors the last week of September since the end of the FY was 1 October.
