Given all the above I think its reasonable to assume that this is well under way. I don't mind if it takes a little while (few weeks or month).
I could be wrong but there are many ways to start a business especially if the goods are readily-easily agreed upon-available for sale. A business can be up and running in just a few weeks-month, and I think an activestanding is granted once an office-equipment is not ready. This is required for Fed auditors to come see your papers and sold stuff.
