They are silent because they have to be by law. They cannot give out info to impatient investors just to make them feel better.
They can't say anything about the deal. They can't give any hints. They can't do anything that gives any segment of investors an unfair advantage.
They will release the news to the world at large when and if the agreement is cemented in stone.
Just have to be patient. It takes a lot of work to launch a new product in a new country.
