One thing interesting about the loon aspect is the balloons they put up. A company in North Dakota was actually considering doing this with a former governor being a part of it. Basically they have balloons that fly to the upper atmosphere with cell service attached. They float the balloons up knowing wind patterns and collect them where they get to the other side of the area and repeat. It's a fairly cheap way to provide service to areas that aren't covered with service.

I could see this working in the remote areas of Africa or other places.
