ACI, if legitimate, is not a priority based on my understanding of the business plan (India, SE Asia, Africa focused)....the U.S. market is gravy, especially if the FCC hasn't granted certification as of yet rendering any phones ACI would sell as inventory stuck on the shelves.

If I was running ANDI/UTOP I would be focused on shipping production phones to my primary target markets first.. Concentrate my limited resources on the highest and best use of my capital.......translation.......the markets that offer the largest market share/profit potential.

Logically, ACI might just not be viewed as a priority customer for ANDI/UTOP at this time due to market/small order comparatively, and if that is the case I would fully support management placing them on the back burner.....management is paid to make calls like that on a daily basis.
