It's a made up thing that IPIX has to wait to announce the deal. They could announce the deal and not take the funding from Aspire, it's just an option for IPIX if they want the money. They are working a deal that is worth more than borrowing money from Aspire and it's not waiting to be announced because of that agreement, its just not signed yet. Don't be fooled by the manipulators and signalers on the boards.
