If a company is expected to grow in revenue and/or has something else going for it then you can look at the current market capitalization. If the plans come through and you estimate what the market capitalization will be afterwards, you can fundamentally assess whether or not you have an undervalued stock. Just because the penny stock market has the potential of taking a stock from a penny to a dollar, doesn't mean that 99% of the companies will ever get there.
