That video was talking about development stage companies looking for a venture capital company to fund their initial work (think Baker Brothers or some company like that). That's why a prospective INVESTOR (note that she keeps talking about investors in the company, not a partner) would say "you need to hire someone to do this, and someone to do that." She was talking about start-ups, not companies that have reached the stage of successful clinical trials.

IPIX is looking for a partner to continue developing and eventually marketing the drug. That is a whole different ball game. IPIX is way beyond development stage.

A term sheet with a Big Pharma is a completely different thing than asking a venture capitalist for money to develop a company.
