What motivation does State of Delaware have to settle? Like most taxing agencies they want to be paid in full. The best that SB can hope for is a payment plan that will allow him to make partial payments against the full balance. However the Notice of Good Standing will not be given out until the entire balance is paid.
The Delaware debt is based on Authorized Shares. There in no way SB can go back and claim that number of 5 billion shares is incorrect. That is the major problem.
