I think you are right about BP. BP can specify(if needed) how upfront payment will be used, so salaries are not their worry. Venture capital might want changes in management and board in order to get some of their people in. There is a big but with VC thou: in the past Leo has not shown much interest in VC way of funding. There was one private placement in march 2017 (I think) with still unknown entity and that's it. I will perk up if additional changes in the board of directors gets announced.
