In a perfect world not governed by fame, greed and money, there would certainly be more transparency and adherence to the reporting requirement rules. OWCP management has already made it very clear to us that their number one goal is to protect their IP. So the last thing they want to do at this point is report on the progress of any clinical trials.

Furthermore, from the article, it's not clear whether or not they do in fact have a requirement to report on the clinical trials.
