I encourage those who don't think naked shorting is a major problem in our markets to read this as we approach its 10 year anniversary.
Anniversary Coming Tuesday

Why are our regulators allowing this to go on? IMO they have been conned into believing there would be a complete collapse of our markets were they to stop it. They are captured. T+0 is the solution and it's coming albeit slowly.
