Since cannabis funding was not allowed for the V.A., the importance of the Bill is that it designated a lead enforcement agency and that it loosened regulations for the entire cannabis industry. These other issues are not important, but I still would not want to be a Congress person who voted against groceries for little Johnny and Sally. You can see we already have movement toward legalization with the passage of the research bill.
