Well, here is what I think probably happened-the FDA/DEA had requested further documentation from Dr. Dalton-he provided that documentation requested and rightly assumed he now had the green light, thus the matter of days and Get ready. Then the Farm Bill pops up, which may have some sort of role involving the FDA/DEA, and being a govt agency with no need to rush, decided they may better wait for this bill to see where they stand on some of these issues. Dr. Dalton has said bureacrats many times, NOT LEGISLATORS. He has dealt with the FDA/DEA many times in his career and felt comfortable that he had provided all they had requested. But with Congress now involved, all came to a screeching halt. Thats why he has said it is entirely now out of his hands. He cant do anything about Congress or politicians. So even though I believe it is the FDA/DEA that is the hold up, the Farm Bill has now come into play and we will have to hope it passes soon. JMO
