I will throw this out just for conversation. We arrived at the Farm Bill by process of elimination, and I think that is probably accurate, However, no one has ever officially told us that-could be something we know nothing about, such as a deal with Canopy or GTI or a Puerto Rico deal or anything. Dalton has used the term bureaucrats often, so obvious to me it is a govt entity. The Farm Bill is the obvious, but not 100% IMO.
