The only way child lock would work on general e-cig market chain controlled by the government would be for individuals to register their thumb print at 16 or when they get their drivers license or at 18, etc, a thumb print would need to be on file and the only way to activate an e-cig would be through a government app with a participating phone that recognizes thumb prints and could verify age that way I think. Cool idea.
