Issuing PRs with good news (Life goes on after Sept 30 and B-UP is still being showcased) should naturally make the price go up. Any piece of good news we have should be released ahead of milestone announcements.

Releasing good news in hopes that the stock price appreciates is not manipulation. The term 'manipulation' implies an artificial change in price. Good news results in an organic and real change in price. That is how a pre-revenue company funds itself.
