While management has recently raised some additional debt capital and is preparing plans to attempt to reinitiate limited production of used oils and plastic films in one of its kilns, there are no assurances can be made to the time and extent of capital that may be required to successfully accomplish this task.

As of two weeks ago Heddle stated they hadn't raised enough capital to restart anything......and don't know if they actually can.

That first announcement of restarting production in Niagara conveniently left this part out.
