I read it differently. Hope your right. My take is that everything is in place if the grants are approved and capital raised. That's why no annonucement as to who they plan to work with hasn't been made. Pretty much the same as the past info with the exception that they have found a company/staff willing to work with them if it can be paid for. I still think being able to show they can complete the work has been the missing link for grant approval. Much closer but not a done deal yet. If I'm correct chances of getting a grant have greatly increased. If your correct it's off to the races. Opinion
