Thanks Thoth so the numbers are real if naked shorting wasn't allowed on the OTC then the market makers would only be able to fill orders in their inventory. Maybe the system can be modified to show all available real shares at a certain price point and make naked shorting illegal. When no more real shares are available the MM'S will need to move the stock to a price that has available real shares.
