I have also heard it as ...10000 monkeys for 10000 years...
My experience with the DOE was that they won't talk to you unless you had their funding. They have 'caseworkers' for the grantees to make sure all the forms are signed and delivered, but no time for those that are not in the system. Also, the largest companies, with their dedicated Washington lobbyists, have their ear. I am glad we did not go that route.
