There is nothing that says SFOR/ACS is Designed into Intel Chips.
This was discussed in-depth on the HUB a long time ago.
it began with a video with Waller. The word Waller used was INTEGRATED.
As far as I know, ACS KLTS code was Certified to Access the TPM and Load on StartUp as are many other Certified Programs. IN OUR CASE KLTS has an RSA Key which allows KLTS to load as it has a Certificate.
The Certified KLTS RSA Key itself is burned into the Chip. Not the Software.
So in effect it is Integrated.
I have seen no factual evidence that KLTS is in the Hardware design of the INTEL TPM Chip.
