I could be way wrong on this....but what I recall from days past, is that PTO was not allowed to run and process straight HTF in NYS per the DEC. The film plastic may be a way for PTO to get around that decree.

IMO, this restart is going to be a very long process. Easily over a year. Getting the plant operational, scheduling test runs for the DEC and getting all the required restart requirement thru the gov agencies....


At least a year. And that’s if they can get thru the winter with no issues.
