Agree. Since the ARMY contract was dated 9//14/17 there is a strong possibility we (via ACS) were. The thing that threw sand in the gears of the procurement cycle/60 days net was the Congressional budget fiasco. But there could have been enough time once the authorization bill was signed into effect 3/23 to do so IMHO.
