I don't think non-retail can reset the 52-week low anytime they want to. IPIX became public ten years ago. Back then the daily volume and cash on hand were very low. If non-retail really has the ability to do that, IPIX wouldn't have lasted this long.
Aspire is selling again IMO. Two reasons: 1. get a lower purchase price for any milestone achieved and 2. stay under 5%. I agree that news is very close. We'll know for sure whether Aspire was selling when they have to purchase more shares under the new agreement.
