Changing the Cusip only had an impact on people that physically held shares. All shares held by transfer outfits like AST or DTC make a table entry to new Cusip. That simple. A lot of people use to like to physically own shares and this can cause issues with compliance on borrowed shares. With OTC stocks I doubt 1 share was physically owned.
